Based on the information you provided, i will say that you definitely can look into purchasing a private property but you must ensured that prudent financial planning will be done to determine if you should get a property now.
When you are looking at the new launch and selected the unit you want, you will need to pay the 5% deposit by cash.
After paying the 5% cash deposit, you will have to submit to the developer the balance booking fee of another 5% within eight weeks. This portion must be also paid in cash.
There will be another 15% within 8 weeks but this can be paid in cash, using your CPF OA savings or a combination of the two.
Not forgetting other fees which include Stamp duty (if applicable) or the Legal Fee.
