Hi, first time posting on any forum and I trust PropertyGuru so i guess it is going to be a good start for clearing my confusion. Apologies! if it sounds a bit silly or doesn’t make much sense.
Context: me (f28) and my long term bf (m31) are applying for BTO. he suggested that we apply as 1 applicant + occupier instead of 2 applicants. His thinking is that if ever buy a 2nd property in future, we may be able to avoid the higher ABSD. from what i understand a singapore Citizen buying a 2nd residential property currently has to pay 20% ABSD . so for example if the 2nd property is $1.3m, that’s $260k in ABSD which is quite a lot tbh!!
But my concern is that since my name won’t be listed as an applicant/owner, I won’t be able to use my CPF to pay for the flat . I d basically have to contribute through cash , while he can use his CPF, correct?
I spoke to my dad about this and he is very skeptical about me putting cash into a house where I dont have ownership of it.

**Your dad is completely right to be skeptical, and your understanding of CPF and title ownership is accurate.**

The **"Owner + Essential Occupier" scheme** is a legal method to bypass the 20% Additional Buyer’s Stamp Duty (ABSD) on a second private home later. However, doing so places you at a significant financial disadvantage right now:

### 1. Zero CPF and Zero Legal Title

* **No CPF OA Usage:** By law, only registered legal owners can use CPF OA for downpayment or monthly installments. As an essential occupier, **you cannot touch your CPF OA**. Any contribution you make toward downpayment, mortgage, or renovation must be paid **100% in hard cash**.
* **No Legal Ownership:** Your boyfriend will be the **sole 100% registered owner** on the title deed. If the relationship sours, establishing legal claim to the property or clawing back unrecorded cash payments is legally fraught, contentious, and expensive.

### 2. Single-Income Borrowing Cap

* Under the **Mortgage Servicing Ratio (MSR) of 30%**, HDB or the bank will assess borrowing limits based **strictly on your boyfriend’s solo income**.
* Can his single salary qualify for the full BTO loan? If not, the shortfall must be topped up in cash.

### 3. The Only Condition Under Which You Should Agree

If your goal is genuinely to keep your name "clean" to buy a condo at 0% ABSD after fulfilling the Minimum Occupation Period (MOP):

* **Do NOT contribute cash toward his flat purchase or mortgage.**
* He must service **100% of the flat's downpayment, loan, and renovation** using his own CPF OA and income.
* You keep your CPF OA and cash completely untouched in your own accounts, letting your funds compound so you have the downpayment ready for your own private property down the road.

If he cannot finance the BTO entirely on his own, apply as **Joint Applicants / Co-owners**. Protect your financial rights first; future properties can always be evaluated when your finances allow.
