For specially for condo owners , how involved are you actually with the MCST?
I always assumed once you buy a condo, you just pay the maintenance fees and management takes care of everything . but recently someone told me owners should attend AGM because decisions about repairs, sinking fund and facilities and bla bla can affect the residents quite a lot.
Is it really necessary to be involved or can you just leave everything to the management?

**You do not need to run for the Management Council, but simply ignoring the MCST and skipping the Annual General Meeting (AGM) is a major mistake.**

Under Singapore’s Building Maintenance and Strata Management Act (BMSMA), you are a **Subsidiary Proprietor (SP)**. The estate manager in the guardhouse is merely an outsourced **Managing Agent (MA)**. The MA executes instructions, but **owners retain full financial and legal authority over how money is spent.**

---

### Why Attending the AGM Directly Affects Your Wallet

1. **Voting on Maintenance Fee Hikes:**
The MA cannot arbitrarily raise fees. Contribution increases must be proposed as a resolution and voted on by owners at the AGM. If only 20 out of 400 owners show up, a tiny minority decides your monthly carrying costs.
2. **Preventing Sinking Fund Depletion & Special Levies:**
Repainting (R&R), lift replacements, and water pump overhauls cost millions. At the AGM, owners review the 5- to 10-year capital expenditure forecast. If council members chronically underfund the Sinking Fund to keep fees artificially low, you risk getting hit with a **S$5,000 to S$20,000 surprise special cash levy** later.
3. **By-Laws & Daily Quality of Life:**
House rules—such as pet restrictions, EV charger installations, parcel collection rules, moving-in deposit policies, and air-con ledge maintenance—are debated and passed at general meetings.

---

### What Level of Involvement Is Realistic?

* **The Minimum (1 Evening a Year):** You do not need to sit on the council. Just attend the once-a-year AGM (or submit a **Proxy Form** with specific voting instructions).
* **Review the AGM Notice:** Two weeks before the meeting, you will receive audited financial statements, fund balances, and proposed resolutions. Spend 15 minutes reviewing the Sinking Fund balance and vendor contracts.

**The Bottom Line:** You can leave daily operations to the managing agent, but keep a watchful eye on governance once a year to protect your property's maintenance standards and resale value.
