Transferring ownership to relative is the same as selling. You will need to seek assistance from a lawyer to assist you over this.

Please note the following to purchase HDB flat:
(1) Buy BTO/SBF, you have to dispose off private property 30 months before eligible to apply.
(2) Buy resale HDB, you only need to dispose off your private property within 6 mths upon key collection.

Actually, you do not need to dispose off your private property before buying a HDB resale flat. You can proceed to purchase first, and then dispose off your interest within 6 months upon the purchase. You do have ample time to do that.
