Both are strata titled landed properties. The actual definition does not differ much as it is more of a marketing term in current context.

Townhouse in condo developments versus townhouse development itself can be different as foreigners will be ineligible to purchase townhouse developments given that it is considered a restricted property only meant for Singaporeans, which includes cluster houses.

Foreigners may be able to purchase townhouses in condo developments especially those planned and developed before 2012.

They are sometimes interchangeably used, but mainly referring to Strata Titled landed properties. strata titled landed properties meaning instead of owning the land below the house, you only own a share of the ownership of the land that the house sits on, along with other subsidiary proprietors.
