Hi, maintenance fee will always be borne by owner themselves. Tenant basically pay for 3 bill every month and namely rental, SP Service and internet Service (Telco).

There is no fixed rules on this aspect as a tenancy agreement is a private agreement where both landlord and tenant comes to an agreement with the terms and conditions. Nevertheless, maintenance is usually borne by the landlord.
