Hi,

1) Decoupling in an HDB flat is not allowed which took effect in April 2016, i.e. change from 2 owners to 1 owner.
2) If you intend to take advantage of property appreciation to strengthen your retirement fund. It is advisable to move toward upgrading to an EC.
3) Once EC MOP, you will be able to do decoupling and invest further if time/financially is still on your side.

I regret to inform you that this is no longer possible for HDB flats. Decoupling is only possible for private properties.

If both you and your wife are both working and drawing a good income, you may wish to explore the option of selling your HDB flat and upgrading to a private condo, purchased under 1 name. The other party will have the option to purchase an investment property in the near future too.
