Hi,

Valuation is required by HDB or banks to determine how much a buyer can loan. In this case, no valuation is needed if the property is fully paid in cash
However, it is also good to know the valuation of the property you are purchasing in order to know if you are paying below or above market value.

Hi,

1) A valuation is only needed when the buyer needs financial assistance from any financial institute.
2) This is to protect their interest before releasing a loan to the buyer.
3) But there are circumstances where the buyer wants to understand how much a property is worth and will still engage a private valuer to assess the value.
4) Thus if the buyer is using only cash for the purchase, they won't need a valuation report to complete the transaction.
