You do not need to wait out 30 months before purchasing a resale HDB flat after disposing your existing executive condo which is older than 10 years. As long as you fulfil the eligibility in terms of the schemes available to purchase a resale HDB, you will be able to do so. The 30 months wait out period is applicable only if you like to apply for BTO or Sales of Balance Flats directly from HDB.

I think you have misunderstood the HDB rules and regulations. The 30 months waiting period is only application for new BTO flats. As for resale flats, you can choose to purchase the resale flat first (if you have the budget) or sell the EC first and use the funds from the sales proceeds to purchase the HDB flat.

The 30 months time period is only applicable to BTO or resale flat bought with grants. This rule does not apply to those purchasing a resale without housing grants (excluding PHG grant. In fact, you may even purchase a resale first and only dispose off your private property within 6 months of the purchase without incurring or paying upfront ABSD. This is provided you have enough funds to purchase a resale without selling your private property first.
