Good morning Irene,

Unless both of them are married couple purchasing the first residential property in Singapore, then both of them will not be subject to ABSD as IRAS will treat it as their matrimonial home.

If both of them are unrelated parties then the higher ABSD rate will be subjected (15% as foreigner).

Yes you can use CPF OA funds for your 15% CPF OA downpayment if there's a shortfall, you have to use cash. You can also use it to pay the monthly mortgage payment as well.

Hi,

If its FR-SC married couple purchasing 1st matrimonial home, no ABSD payable as you qualify for remission.

If its FR-SC with no marriage status, ABSD will be 15%, taxed on the higher rate of the two.

Yes you can use OA to pay for downpayment.

Afternoon Irene,

If both of you are married, ABSD will not be payable. Else, ABSD will be calculated based on 15%. Whichever the case, the SC buyer can utilize their CPF component for down payment and monthly installment.
