For brand new EC, you will be required to meet a 5 years minimum occupation period from the day you collect your key to the apartment.

For resale EC, you can sell at any point of time, however, seller's stamp duty maybe applicable within the first 4 years of ownership, depending on when you have purchase the property (before or after 10th March 2017).

If you had bought the EC direct from the Developer, you will need to serve a 5-year MOP before you can sell off the EC.

If you had bought the EC from the resale market that the previous owner had fulfilled the 5-year MOP, you can sell it anytime. There is no restrictions. However, you may wish to take note of the SSD period that may affect you.
