I will assume that you are planning to purchase it for own stay and wish the property will appreciate in value at the same time.
If in that case, I will recommend you to buy a brand new unit from developer rather than dipping into resale.
Usually first owners will have enjoyed first round of capital appreciation thus buyers who bought their unts are not able to maximise the capital gains and they will be in risk of paper value loss cause if other first owners just sell up to what this buyers purchase, they will be in terrible state. Unless purchase price is close to what the first owner purchased, which is not common.
Buying a new units is good because everyone enters the market around the same price, in the event you wish to sell in future, no 1 will sell below the benchmark (purchase price).
If we are looking towards investment perspective, we will be looking into rental or capital gain.
I will presume that you are looking more at capital gain thus we shall look at areas with upside potential where there will be transformation.
