He can sell his share to his parents, however, the parents must have the financial capacity to undertake the loan on their own and they will be required to refund whatever CPF monies that your husband has utilised for the condo plus accrued interest.

Thereafter, you will then be able to list him as an essential occupier for the resale HDB, assuming that you are eligible to purchase resale HDB under any of the schemes set out.

Yes that's possible, assuming his parents are able to finance the outstanding loan under their own names, or able to redeem the loan fully. He can then purchase a resale HDB with you.

Yes it is possible for your husband to transfer ownership to his parents provided that his parents is eligible for the outstanding loan.
Also, your husband can pay the monthly mortgage if he wants to. I.e. loan under parents' name but monthly mortgage paid by your husband.
The parents must also be able to pay back CPF used by your husband for the condo, either by cash or CPF.

Thereafter, your husband will be able to buy a resale with your as an Essential Occupier.

2) have the ability to refund whatever CPF monies he had contributed to the flat, and
3) able to support the remaining loan, if any.
