From your question, it seems like you are very near to the limit of eligibility in terms of household income.
Not so sure you could get the grant amount you are looking for. Other than household income, citizenship also one of the critical condition.
SC+SC:
Household Income:
<=$10k, grant = $30k
<=$11k, grant = $20k
<=$12k, grant = $10k
SC+PR:
Household Income:
<=$10k, grant = $20k
<=$11k, grant = $10k
The above only valid if both of you are 1st timer. If one of you are 2nd timer, the grant amount will be different.
Do note, you must be husband & wife to receive the grant.
