It will be best to speak to a banker first so he/ she can advise you on your in principle approval (loan amount).

I have clients who lose their 1% option money because they realized they are unable to obtain the desired loan amount during the option period.

10 year old EC will be about the same price as condo, since it's fully privatised. If the price is cheaper, it could only because the condition of the house may not be as good as the private condos. As construction cost for EC tends to be 20% lower than private condo which could affect the quality of work.

Are you a PR or under employment pass? Do you have any outstanding loans? these would affect your eligibility&quantum of the purchase.
