Good morning!
Do take note that married couple are considered a single entity thus you cant simply transfer your interest in a HDB to your spouse. This is usually can be done for private property (100% ownership).
If you fulfill MOP, you might want to consider decoupling which means one of you becomes occupier. The occupier will be considered as doesnt own any property in Singapore so one of you can purchase private property without being subject to ABSD as a Singaporean.
Owner has to pay whatever the occupier has paid in current flat (CPF OA funds). Other expenses will be legal fees.
