Do I need to fork out the Buyer Stamp Duty in cash first before CPF can refund? Or there are lawyers that can help me take care of it so I just need to fork out 5% cash for the purchase of the condo?

Hi,

For buying HDB, buyer stamp duty should not be a problem. Thus I guessed you are buying a private property.

Yes, you have to pay BSD in cash first before CPF reimburse the amount. No lawyer suppose to fork out this amount on behalf of client.

I would suggest you to get a temporary personal loan from any bank to fork out this amount. You should be able to receive reimbursement within 2 weeks, or latest 3 weeks. Your interest incurred for this amount should be manageable.
