Hi,

Yes in fact u have to wait out a 30-month period after selling your overseas property before you can apply new EC, unless you appeal with HDB if you have a special reason. Thanks and hope it clarifies.

Yes you have to sell off your private residential property be it in Singapore or overseas. In addition to that, you have to observe a waiting period of 30 months before you are eligible to apply for EC.
