Note: The HDB BTO Oct 2023 projects have been launched. Applications close on 10 October 2023, 11.59pm.
The HDB BTO Oct 2023 launch features 6,800 BTO flats across four estates, including mature estates Kallang/Whampoa (three BTO sites) and Queenstown, and non-mature estates Choa Chu Kang (two sites) and Tengah (two sites).
Of the BTO Oct 2023 projects, the Kallang/Whampoa Rajah Residences and Queenstown Tanglin Halt Cascadia HDB BTO Oct 2023 projects are launched under the Prime Location Public Housing (PLH) model.

One of the HDB BTO Oct 2023 Kallang/Whampoa BTO sites (Verandah @ Kallang) and the Queenstown October 2023 BTO project (Tanglin Halt Cascadia) enjoy the most accessibility to the city centre. Despite these BTO projects being under the PLH model, they may still see high application rates.
Similarly, the Rail Green I and II @ CCK HDB BTO October 2023 project may be well-received by applicants due to the estate being a fairly established one with a good mix of existing amenities.
The Tengah Plantation Edge I and II HDB BTO October 2023 projects, on the other hand, will appeal mainly to young couples and families the area is still undergoing intensive development and does not have any established amenities yet.

Do note that there are several changes to applying for a BTO flat that will come into effect from the October 2023 BTO launch onwards.

October BTO 2023 Launch: Changes to the BTO Application Process

1. If You Reject Your BTO Ballot

First-timer BTO applicants who reject their BTO ballots will be considered second-timer applicants for a year. In their second BTO application, if they reject another BTO ballot, they won’t be able to apply for a BTO flat in the following year.

2. New HDB Priority Scheme for First-timer Parents and Married Couples

The Family and Parenthood Priority Scheme (FPPS) has officially replaced the Parenthood Priority Scheme (PPS). This change includes a new applicant priority subset, the First-timer (Parents and Married Couples) category, also known as FT(PMC). Up to 40% of BTO flats will be reserved for eligible FT(PMC) applicants.
Eligible FT(PMC) applicants must meet these criteria:
  • Be in a family with at least one Singapore Citizen child who is 18 years old and below, or married couples below 40 years old
  • Have never owned or sold a residential property
  • Have not booked a BTO or Sale of Balance Flats (SBF) unit in the past five years before their HDB flat application

3. Additional BTO Ballot Chances for Unsuccessful FT(PMC) Applicants

To help FT(PMC) applicants who failed to secure a BTO ballot after multiple applications to a non-mature estate, they will also get one additional chance per subsequent application.

4. All BTO Applicants Must Apply for the HFE Letter

All applicants will need to apply for a valid HDB Flat Eligibility (HFE) letter before submitting their BTO application. This streamlines your HDB flat eligibility, CPF Housing Grant eligibility, and HDB loan eligibility checks into one step on the HDB Flat Portal.
Do note that HDB will take up to 21 working days to send you a valid HFE letter. So if you’re thinking about applying for any of the HDB BTO Oct 2023 projects, you should have already received your valid HFE letter to submit alongside your application!

1,895 Choa Chu Kang Rail Green I and II @ CCK BTO flats are available along Woodlands Road. All BTO flat types are available in this upcoming BTO project, including 2-room Flexi, 3-room, 4-room, 5-room, and 3Gen flats.
The Choa Chu Kang Rail Green I and II @ CCK October 2023 BTO projects occupy a huge site about a 15-minute walk from Bukit Panjang MRT station, depending on the block. You can be taken to the Central Business District (CBD) via the Downtown Line (DTL) in about 30 minutes.
One of the Choa Chu Kang Rail Green I and II @ CCK Oct 2023 BTO project’s biggest selling points is their proximity to nature. Sungei Pang Sua runs the length of this BTO project, and so far it looks like some residents will enjoy unblocked views of the waterfront. There are also two park connectors, the Pang Sua Park Connector and the Bukit Panjang Park Connector, that run parallel to the HDB flats along Sungei Pang Sua and Woodlands Road.
The Choa Chu Kang Rail Green I and II @ CCK BTO 2023 locations are actually located closer to the Bukit Panjang neighbourhood and are thus near amenities such as Bukit Panjang Plaza. They also enjoy easy access by road, bus or MRT train to the Upper Bukit Timah area via Upper Bukit Timah Road, including malls such as HillV2 and the Rail Mall.
Overall, these are fairly good sites if you don’t mind living in the northwest of Singapore, thanks to Bukit Panjang MRT station being within walking distance and the proximity of established amenities in Bukit Panjang and Upper Bukit Timah.

In the Kallang/Whampoa October 2023 BTO project, there are not one, not two, but three BTO sites available to apply for. Of which, the Kallang/Whampoa Verandah @ Kallang BTO Oct 2023 BTO project is launched under the PLH model.
There are two Kallang/Whampoa Oct BTO 2023 locations that are quite near each other: the Kallang/Whampoa Tenteram Vantage and Rajah Residences Oct BTO 2023 sites. The former is about a 21-minute walk from Boon Keng MRT station. It comprises 1,040 3-room and 4-room BTO flats.

They also enjoy easy access to the many eateries on Balestier Road.

The Kallang/Whampoa Verandah @ Kallang BTO October 2023 location is located within walking distance of Kallang’s many sporting amenities such as Singapore Sports Hub, Singapore Indoor Stadium, Kallang Squash & Tennis Centre, Kallang Netball Centre, Leisure Park Kallang, and Kallang Wave Mall, with their many eateries and sporting facilities (e.g. ice skating rink and rock climbing wall).

Although the immediate vicinity is undergoing redevelopment, the Queenstown Tanglin Halt Cascadia Oct 2023 BTO project is likely to be oversubscribed due to its proximity to Commonwealth MRT station, which is just a four-minute walk away and offers a direct connection to the CBD in about 12 minutes.
The Queenstown Tanglin Halt Cascadia Oct 2023 BTO project is also located within walking distance of many popular eateries and lifestyle amenities, including Holland Village, Star Vista, and Ghim Moh Market.
Parents of school-going children might be attracted to the Queenstown Tanglin Halt Cascadia Oct 2023 BTO project’s proximity to elite schools such as ACS(I) and ACJC, while those who work at the One-North tech parks will also enjoy a short commute to work.
While the Queenstown Tanglin Halt Cascadia BTO Oct 2023 location is highly desirable, be aware that the flats might fall under the PLH model.

The Tengah Plantation Edge I and II Oct 2023 BTO projects are two of many recent launches in the area, which is currently undergoing development into a brand-new HDB town. 1,010 2-room Flexi, 3-room, 4-room, and 5-room BTO flats are available in the Tengah Plantation Edge I and II Oct 2023 BTO projects.
The Tengah Plantation Edge I and II Oct 2023 BTO projects are bounded by future roads Plantation Close and Plantation Crescent, with a future MRT station, Tengah Park MRT station (opening in 2028), located right next door. Tengah Plantation and Bukit Batok West MRT stations on the Jurong Region Line (JRL) will also be within walking distance.
At the moment, Tengah is still being developed from the ground up, so there are few established amenities to speak of. It will take a few years before businesses start to flourish, so these Tengah Plantation I and II Oct 2023 BTO projects are more suitable for those who don’t mind waiting and who can accept years of construction in the area.
In the early years, residents will probably have to travel to neighbouring residential areas Bukit Batok and Jurong East, which have established amenities such as West Mall, Westgate, and JEM.
