In the October 2023 BTO launch, there will be three Kallang/Whampoa BTO projects: Rajah Residences, Tenteram Vantage, and Verendah @ Kallang. A bumper crop of 2,922 2-room Flexi, 3-room, and 4-room BTO flats will be up for grabs in the Oct 2023 BTO launch.
While the Kallang/Whampoa launch will be a huge one there will be no 5-room BTO flats available. So, larger households might have to consider other estates. Another thing to note: the Verandah @ Kallang Kallang/Whampoa October 2023 BTO project falls under the Prime Location Public Housing (PLH) model.

There are two sites located close to the PIE, near Toa Payoh in the north of the Kallang/Whampoa area: Tenteram Vantage and Rajah Residences. Let’s dive into the Tenteram Vanatage Kallang/Whampoa 2023 BTO launch first.
Of the three launches, the Tenteram Vantage BTO site is the least accessible. This October 2023 BTO launch is a 21-minute walk from Boon Keng MRT station on the North-East line, meaning you’ll likely have to take a bus to be connected to the MRT network. Potong Pasir MRT station is nearby to the Tenteram Vantage site, but due to the layout of the PIE, you will have to walk a distance to get to it.

Of the two sites closer to Toa Payoh, the Rajah Residences BTO site is slightly more accessible to its nearest MRT station. The Rajah Residences Kallang/Whampoa October 2023 BTO site is located about a 13-minute walk from Toa Payoh MRT station on the North-South Line.
If you like living on a high floor, you’ll be glad to know that the Rajah Residences blocks will range between 32 to 40 storeys. Future residents of this Kallang/Whampoa October BTO launch will enjoy easy access to the popular eateries and amenities in the Toa Payoh area like Toa Payoh Swimming Complex and SAFRA Toa Payoh.
Rajah Residences is a 13-minute walk from Tenteram Vantage. As they sit in the same neighbourhood, the amenities and facilities future residents can access are similar. Again, with only 2-room Flexi units and 4-room units available for the Rajah Residences site, this launch is more suited for smaller families.

Bounded by Geylang Road, Sims Way, Kallang Airport Way, and Kallang Airport Drive, the Verandah @ Kallang BTO site is just a six-minute walk from Kallang MRT station, which takes you to Raffles Place MRT station in a mere seven minutes via the East-West Line.
Other than its exceptional connectivity, another of the Verandah @ Kallang BTO launch’s strengths is its proximity to the many sporting amenities in Kallang, including Singapore Sports Hub, Singapore Indoor Stadium, Kallang Squash & Tennis Centre, and Kallang Netball Centre. In addition, Leisure Park Kallang is about 20 minutes away by foot. The mall has an ice skating rink and bowling alley. Another nearby mall, Kallang Wave Mall, is equipped with an indoor rock climbing wall.
Foodies also have a wealth of options to choose from. This Kallang/Whampoa October BTO site is bounded by Geylang Road, which leads to the heart of Geylang with its many local eateries. Whether you want to eat frog porridge or seafood, you’ll find something to your taste.
All in all, for those who wish to live near the city centre in a vibrant mature estate, the Verendah @ Kallang launch is a dream come true. The only downside? Verandah @ Kallang falls under the PLH model due to its fantastic location and there are few schools around the area. The smaller BTO flats offered in this launch may also make it more suitable for smaller families.

The Kallang/Whampoa flats are on the city fringe, but you’ve got to pay for the privilege of living there. In other words, expect them to be expensive!
According to HDB’s resale statistics for Q2 2023, the median price for 3-room HDB resale flats in Kallang/Whampoa was $383,000, while that for 4-room HDB resale flats was $778,900.
While the price for 3-room resale flats in Kallang/Whampoa does not seem that high compared to the BTO prices, bear in mind that many of the recent resale flats were older ones. New resale flats still command a high premium, which explains the much higher prices for 4-room resale flats in the neighbourhood.
The Verandah @ Kallang BTO site falls under the PLH model. That said, it remains to be seen how the PLH model will affect future resale prices.

New Changes to BTO Application Process from Oct 2023 Launch Onwards

Aside from having to present a valid HFE letter when applying, there are several changes that will come into effect from the October BTO 2023 launch onwards.
First-timer BTO applicants who reject their BTO ballots will be considered second-timer applicants for a year. In their second BTO application, if they reject another BTO ballot, they won’t be able to apply for a BTO flat in the following year. So be sure you do want a BTO flat when you apply.
Additionally, the Family and Parenthood Priority Scheme (FPPS) will officially replace the Parenthood Priority Scheme (PPS). This change will include a new applicant priority subset, the First-timer (Parents and Married Couples) category, also known as FT(PMC). Up to 40% of BTO flats will be reserved for eligible FT(PMC) applicants.
Lastly, if you are an FT(PMC) who was unsuccessful for two or more tries (in a non-mature estate), you will receive one additional chance per subsequent application. This rule was introduced to aid those unsuccessful in repeated balloting attempts.
