If you would like to sell your flat, you will need to check on the following:
1) MOP - is the flat more than 5 years already?
2) have you register your intent to sell via hdb portal?
Registering your intent to sell is important as you won't be able to submit option to purchase within 7 days of registering.

Other than the requirements, you should also consider some other factors:

1) is selling the flat the only option?
2) the sale proceeds we may get after selling?
3) Where do you stay after selling?
4) The budget and options for your next home

There is a Minimum Occupation Period (MOP) of 5 years for HDB. You can login to myHDB website to check if you have fulfilled the criteria.
