i have not fulfilled 5years MOP, but can i buy a service apartment in JB which is developed on a piece of commercial titled land?

Owners who have not fulfilled the MOP are not allow to invest in overseas properties. Please refer to http://www.hdb.gov.sg/fi10/fi10325p.nsf/w/PrivatePtyEligibility?OpenDocument.
