Hi, I would like to check something regarding our eligibility.
We bought our first home as a resale HDB flat and used a CPF Housing Grant.
After we complete the remaining MOP, would we still be able to apply for a BTO or Sale of Balance Flat (SBF)?
We are both Singapore Citizens and our current flat is a 4-room resale flat.

Hi, appreciate your sharing over PropertyGuru, Yes you are able to apply BTO or new EC for your next purchase. However, you can do HFE after 5 years MOP to double check.

Yes, a Singaporean can purchase a Build-To-Order (BTO) flat a maximum of two times in their lifetime

Hi! Yes, you may still be eligible to apply for a BTO or Sale of Balance Flat after completing the MOP of your current resale flat.

As both of you used a CPF Housing Grant when purchasing your current resale flat, HDB considers you to have enjoyed one housing subsidy. This means that for your next BTO/SBF application, you would generally be applying as second-timers.

Do note that a resale levy will generally be applicable if you subsequently purchase another subsidised flat from HDB.

Your actual eligibility will also depend on the prevailing HDB conditions at the time of application, including household income and the particular flat/project you're applying for.

Hi

Based on the info shared, assuming you don't have other properties purchased prior, you will be considered 2nd timer applicant. It is still possible to apply BTO / SOBF, but your chances will be much lower than other 1st-timers as only a limited supply is set aside for 2nd timer. If you manage to get a flat unit, a resale levy of 40k is also applicable and payable by cash only.

No harm trying first for the BTO exercise and try balloting, but you need to clear MOP of current flat first, and apply HFE first.

**Yes, you are eligible to apply for a BTO or Sale of Balance Flat (SBF) once you complete your Minimum Occupation Period (MOP).**

Because you received a CPF Housing Grant for your resale flat, HDB classifies your household as a **second-timer**. Every eligible Singapore Citizen household is entitled to **two subsidised housing opportunities** from HDB. Your resale flat with grant counts as your first, leaving you with one final subsidised purchase (a BTO, SBF, or new Executive Condominium).

### Key Rules & Requirements for Second-Timers

1. **Mandatory Resale Levy:**
* Buying another subsidised flat directly from HDB triggers a **fixed resale levy** based on your current flat type.
* For your **4-room flat**, the resale levy is **S$40,000**.
* The levy is payable in **cash** (deducted from your flat sale proceeds or paid upon taking possession/key collection of the new BTO).

2. **Second-Timer BTO Quota:**
* The vast majority of BTO supply (around 85% to 95%) is reserved for first-timers.
* Second-timers compete for the remaining **5% (mature/Plus/Prime) to 15% (non-mature/Standard)** quota. Expect ballot odds to be significantly lower than for first-timers, meaning it may take multiple launch exercises to secure a queue number.

3. **Income Ceiling:**
* Your combined monthly household income must not exceed the prevailing BTO cap of **S$14,000** (or **S$21,000** if applying with an extended/multi-generation family for 3Gen flats).

4. **CPF Housing Grants:**
* Because both of you are second-timers, you will **not be eligible for the Enhanced CPF Housing Grant (EHG)** on the new BTO.

5. **Disposal of Current Flat:**
* You are not required to sell your resale flat before applying for the BTO.
* You only need to sell your current 4-room flat within **6 months of collecting the keys** to your new BTO/SBF.

1) Yes, you are eligible to apply for BTO/SBF.
2) You enjoyed subsidizes buying a resale flat with grant, therefore, you will be categorized under 2nd timer.
3) You will be subject to a resale levy of $40k. This levy must be paid in cash only.
4) If you intend to apply for HDB loan again, you will also be subject to right-sizing policy as well.
5) This means that 50% of the cash proceeds must be used to pay for the BTO/SBF.
