Serangoon is a good area which is centrally located. NEL and circle line makes it easy to commute plus the upcoming Nex mega-mall is bringing the demand for serangoon up. In terms of convenience, I dare say that serangoon is comparable or even better than bishan. But the bad news is that HDB prices will not be falling anytime soon.
As for buying private property, if buying for own stay, then the price will be largely immaterial as owners buying for home stay typically stay 10 years or more before moving. I assume from your post that you are buying for home stay ?
U mentioned about the high asking COV for hdb flats but do note that when buying private property, you will have to fork out 5% in cash for the option fess with another 15% in either cash/cpf. The cash u have to cough up is no joke as well when the property is $900k and above.
I highly encourage you to visit a banking professional first for advice. Questions like loan quantum, loan interest and all finance related doubts need to be clarified first before coming to a buying decision. I hope this helps.
