You have to pay a sum of 5% cash + 15% from your CPF/cash. The minimum cash is at 5%. If you're looking for a condo that TOP around 2013 in the North.
That has to be Northwoods(2012-2013: Located at Sembawang Road).
I'm currently living in Bullion Park and i feel that it's one of the other good alternatives. You don't get so much land space nowadays with newer condo development.
