Foreigners and SPRs are eligible to purchase most condo developments. However the buyer stamp duties will be higher at 18% and 8% respectively, for 1st property purchase.

Everyone can buy condo in Singapore, just subject to additional stamp duty. PR is 5%, foreigner is 15%.

You need to prepare 20% down payment (5% by cash +15% Cash/CPF) + additional buyer stamp duty.(Cash/CPF). The rest 80% can be covered by bank loan.
