Commercial sub letting-is it allow?

Firstly, we are renting a service office(running a small business) from a tenant who rented the whole office from the main owner.

From my understanding (pls let me know if i am wrong)
1. Subletting is allowed if the landlord allow?
2. If subletting is legal does that apply to pirvate and commercial property?

Why would you want to sublet your rented office? The chances of subtenants taking up a subtenanted lease with you are very low due to the uncertainty of the premises upon renewal. There are just too many variables. I might suggest you down size your premises to a smaller one that caters to your needs. This will be much more feasible.
