You can actually try applying for HFE to see if your are eligible to do so. As for your parents acting as your proxy to manage the events arising from the purchase, you may wish to appoint them as your Power Of Attorney.

Hi,

1) You are eligible to apply for a BTO even though you are not living in Singapore.
2) Of course, you must satisfied all the conditions listed by the HDB before able to get an approved HFE.
3) You have to be aware that your MOP will not be able to complete if you did not come back after the BTO key collection.
4) Since you are collecting your monthly income overseas, you properly will need to prepare a lot document to prove your income than those who are living and working in town where they could use their Singpass info directly.
5) It is only a hurdle but does not exclude your citizen's right for a subsidized flat.
6) The HDB might conduct regular inspection if your family did not come back at all during the MOP.
7) There are no legal concern for your parents to stay in your BTO. You have to include their presence in your flat using MYHDB portal as occupier after the key collection.
8) There are 3 physical presence expected from the HDB, selection of unit, signing Lease agreement & key collection.
9) Although you could appoint them as power of attorney, but, the HDB might eventually reject your application at any point of time when they felt that you won't need the flat in the near future.
