**Yes, you can rent out 2 bedrooms in your 4-room HDB flat**, provided that **you continue to physically live in the flat** throughout the entire rental period.

### 1. The Core Rule: Physical Owner-Occupation

* **Continuous Physical Residence:** Under HDB regulations, flat owners renting out bedrooms must physically reside in the flat alongside the tenants. Locking up the master bedroom while living elsewhere (or overseas) is strictly prohibited and classified as unauthorized whole-flat rental.
* **Spouse Overseas:** Because you are a co-owner physically residing in the flat in Singapore, you satisfy the physical occupation requirement on behalf of the household.
* **Prior HDB Approval:** You must submit an application to register the tenants via **My HDBPage** on the HDB Flat Portal before their tenancy commences (administrative fee of S$10 per bedroom).

### 2. Flat Size & Occupancy Caps

* **Bedroom Allowance:** For a **4-room flat**, HDB allows a maximum of **2 bedrooms** to be rented out (one room must remain occupied by you).
* **Maximum Occupancy Limit:** The maximum total occupancy cap for a 4-room flat is **6 persons** (including yourself, any family members staying with you, and all tenants).

### 3. Tenant Eligibility & Lease Terms

* **Minimum Lease Term:** At least **6 consecutive months** per application (short-term rentals like Airbnb are illegal).
* **Eligible Tenants:** Singapore Citizens, Singapore PRs, or foreigners holding valid legal passes (Employment Pass, S Pass, Student Pass, or Work Permit) with at least **6 months validity**. *(Malaysian Work Permit holders are eligible; non-Malaysian Work Permit holders from construction, marine, and process sectors are not permitted to rent HDB flats/rooms).*
* **Non-Citizen Quota:** The Non-Citizen Subletting Quota applies only to renting out the *whole flat*, not individual bedrooms.
