1) Not sure where do you found out you are not eligible to buy an HDB flat.
2) You are definitely eligible under the Non-Citizen Spouse Scheme.
3) The conditions to qualify under this scheme are:
(a) You must be an SC
(b) You must be above 21 yrs old
(c) Your spouse must have a valid long-term visit pass or work pass if you are below 35 yrs old. The pass must have a validity period of at least 6 mths from the date of issue.
(d) Your spouse must have a valid Visit Pass or Work pass if you are 35 yrs old or above.
(e) The pass validity must last you through the whole buying completion period.
4) Once your condition fits all the conditions listed in (3). You are eligible to buy:
(a) Resale flat of all types
(b) BTO/SBF only 2-rm flat (99yrs lease type) in non-mature estate.
5) You can start by applying for a loan to understand your budget in the purchase:
