I believe that there are a handful of condos going at similar rates than ECs, and they do have their individual reasonings for the undervaluation - ie; clearing stocks via firesales. If your finances allows, I would always advise my clients to go for a private condo. The reasoning lies in the fact that condos have a higher appreciating factor and rental yield; which EC will see difficulties due to regulations.
