With limited info from your side, I can only share rough inputs on this.
RR is sited nearer to paya lebar airbase, the PLAB's relocation will allow a massive township to be transformed. RR also has the upcoming Hougang Central GLS project to look forward to, as well as Defu's master plan developments, all coming in the next 5-10 years. These infrastructure improvements will benefit developments in the area in terms of convenience as well as higher transaction prices. Areas close to RC EC has less announcements for the time being, and the potential major infrastructure development announcement coming up next is the potential Seletar Line, which has not much details as yet.
So on paper, due to proximity to more transformation plans nearer to RR, I think RR looks a bit more aligned with your objectives.
The other thing that determine exit strategy will be the layouts you are looking at. May I know which bedroom floor plan you are looking at? Both projects have relatively efficient layouts with RCR EC faring slightly better imho.
