Where can I find motivated outlier seller of private apartment or condo selling much lower than market rate deal? I am seeking to buy really good deal that I heard several property speakers mentioned.

Property speakers will highlight outstanding cases where transactions were below the market value such that when reselling this property, they make a big sum.
In reality, how many sellers will want to sell their properties for much lower than market rate?
Unless you have made good network with existing real estate agents that the moment they come a cross a crunch deal, they will update you immediately, otherwise, chances are that if such deal becomes available, it should already have been taken up within 24hours, with some of them being bought by the agents themselves.
