When buying a private property, say $2M when indicative valuation is probably $1.8M, can buyers state a condition in OTP "Subject to Valuation at $1.8M or higher"?
This is to protect buyers from having to pay more than expected COV in event the bank valuation drops below $1.8M.

You can state whichever you are looking for in an Offer To Purchase, but it is up to the seller to accept the offer terms and conditions. In other words, both Vendor and Purchaser needs to agree on these terms and conditions before entering into the Option To Purchase, without contravening the legislations.

It will be difficult to impose such a conditions in the OTP as the sellers may feel that their interests are not protected in this case. It is best to check the valuation range of the property before committing on the purchase, in this case, your interests will be best protected.

Yes you may do so but it is unlikely the seller will agree to such a clause. Moreover valuation for private properties differs from HDB where it is dependant in the individual banks on whether they are willing to match the valuation to the purchase price despite the purchase price be significantly higher than the indicative valuation. For private Option to Purchase, both Sellers and Buyers will have to agree to the terms of the contract before it is legal binding. The Buyer can request for all these conditions, but the Seller must also agree to the terms before the OTP can be granted.
