Hi Gary,

EC stands for executive condominium. Yes from HDB to EC, it is also considered upgrading as EC is similar to private condo in some ways like design, facilities and localities. A good mix of these categories can be found in the Punggol Sengkang area. May I know if your MOP of 5 years has been fulfilled?

Hi Gary,

1) EC aka Executive Condominium is a type of housing that replaced HUDC (Housing and Urban Development Company).
2) HUDC was set up in 1974 to provide housing for middle-income households who did not qualify for HDB flats and yet could afford private homes in Singapore.
3) You may classify this as a sandwich layer between HDB flats and private residences.
4) EC is designed, built, and sold by a private developer. But the buyer must be eligible under the HDB policy. Mainly for only the SC families.
5) All ECs were designed according to the private residences with condo facilities.
6) The buyers who bought EC from the developer have to satisfy a minimum of 5 yrs period from TOP before being allowed to be sold in the open market. And this is restricted to selling to SC or SPR, foreigners are not allowed to purchase these ECs until they reached 10 yrs from TOP.
7) ECs have the designed and built exactly like the private residences and with all the facilities; swimming pool, gym, greenery within the premise & security guards sentry, etc.
8) It owns the same status as a private residence after 10 yrs from TOP, meaning it is open to selling to any nationality just like a private residence.
9) Compare to HDB flat, it is definitely an upgrade from public housing to private housing with a lower premium.
10) Due to the stable property environment in Singapore. EC growth is moderate and will not see a spur in capital appreciation similar to the private.
11) As the quantum is lower than private thus the growth is also lower.

Hi Gary,

EC are built by private developers and are similar to private condos. For brand new ECs, the buyers must satisfy certain criteria such as their household income must be less than 16k in order to be able to purchase. EC will fully privatize after 10 years and its status will be similar to a private condo.

Changing from a 4 room flat to an EC is considered as upgrade as private properties tend to retain their value better in the long run. I have personally assisted many of my clients to upgrade from a HDB to a private condo. EC (Executive Condominiums) are considered subsidized housing which will eventually be privatized as full-fledge condominiums. They share the same attributes of a private condo in terms of facilities and security, i.e swimming pool, gym, gated, security guardhouse etc.

It is considered as an upgrade from a HDB flat in terms of housing type. Whether or not it's a location upgrade will depend on where your HDB flat is located.

An EC is considered a 'subsidised' housing where only 'Singaporean' family (household income below $16,000) are eligible to purchased. In addition, 5 years MOP from the date of the development 'TOP' applies. Due to the restrictive eligibility and conditions attached, an EC price is normally lower than new development. An EC an be sold in the open market to any SC and SPR buyer after 5 year (almost as good as full pledged condo and to all buyers including foreigners and corporate entity full pledged condo after 10 years. Do note that if you have bought a flat directly from HDB or have enjoyed housing grant in the past, you are liable for resale levy. I am specialised in both HDB and private property.
