Hi,
1) It is not encouraged not to update your occupier status when he is staying with you in an HDB flat.
2) Listing him as a normal occupier does not deprive his privilege of a BTO application or buy a resale HDB flat if he is eligible for them even during your MOP.
3) Do note that the lease agreement you signed has a statement as follow:
In addition to other remedies, the Housing & Development Act provides that any person who makes a false statement is liable on conviction to a fine not exceeding $5,000/- or to imprisonment for a term not exceeding 6 months, or to both.
