cash outlay for upgrading will depends on your eligible loan amount, sales proceeds and refunded CPF OA funds if any.

Is your current HDB a BTO or resale HDB? If resale HDB, did you take housing grants?

Your first cash outlay will be the option money and option exercise fees, with the rest of payment to be made upon the completion of purchase, thus you can plan out the financial flow based on the sales completion date, taking in mind that if you require any CPF funds from the sale of your current 3 room flat to finance your purchase, there must be at least 3 weeks of delay for the completion of purchase from your sale if you are not using the enhance contra facility. On top of that, the administrative fees like valuation request fees for your purchase as well as resale application fees and legal fees if you are using a HDB lawyer for the conveyancing for both sale and purchase should be paid by cash too.

We can work out the sums for you on top of estimating the sale price for your property prior to any meet up such that you can have a better idea of the numbers before we take the next step.

Cash components usually are the cash over valuation for purchase, renovation costs, agent success fees, hdb admin fees. These can be covered by the sale cash proceeds if sufficient. You can estimate the sale cash proceeds by using recent sales price, less outstanding loan, less CPF refund and agent success fees. Congrats on reaching your MOP. For upgrading, it is ideal to do up a financial plan so that you can understand how much profit you can get from the sale and how much CPF you can use for the next property.

If you are under a HDB loan now and taking a HDB loan again for the next purchase, then you will be subjected to the right sizing of loan and the amount of cash you can cash out will be significantly lesser.
