We are a young couple, looking for resale flats in north area woodlands (preferably MOP flats).

As property prices are going up, is it still possible to purchase a flat with a reasonable price? And not too much on COV.

Yes. It is definately possible to purchase a flat with low or no COV with proper strategy and some patience. I managed to assist 2 buyers to purchase units with $0 COV as recent as 2 weeks back. HDB prices has been on the up for the past 9 months, and most transacted flats will likely involved COV, especially so for highly sought-after flats.

1) Yes, it is possible to purchase resale at a reasonable price.
2) Not too much on COV? Yes, in fact, it is still possible to purchase without COV.
3) You will need to study past months' transactions over the area you are looking at.
4) Scrutinize on the date and determine whether the seller is asking for a overvalue or at a fair price.
5) If you have time to work on it since you are not in the industry. You may study the asking price and check the submitted value on hdb website.
This may take about 6 months or so in order to learn from all these transactions.
6) Alternative, you may engage an agent to assist in the analysis and negotiate for the best deal.
