You purchase resale flat, provided that your spouse have valid Long Term Visitor Pass or Work Permit of more than 6 months at point of submission. You will have to be SC though.
You will be the owner of the unit while your spouse will be the occupier.

Hi there,

Non citizen spouse scheme only applies under purchase of a resale flat. In order for you to buy a brand new BTO flat from HDB or new EC, you must be a Singporean and form a family nucleus that comprises of another Singaporean or Singapore permanent resident.
