1) First of all, we have to be cleared on the following:
(a) Was your dad the co-owner of the current flat?
(b) If he is, then which type of ownership does this flat is under; Joint-Tenancy or Tenancy-In-Common?
(c) Is there any will passed down by your mum or this is distributed under the intestate act?
2) Under Joint-Tenancy, the rule of survivor takes all shall be applied. Meaning your dad will have full ownership of this flat.
3) Under Tenancy-In-Common, there is a will to distribute equally among the 3 of you. You will inherit 16.67% of the whole flat. And you could only buy over the rest of 33.33% where your dad still owns 50% of the flat.
4) Your mum is the sole owner, and 3 of you inherit equal shares of 33.33%. You will just need to buy over the rest of 66.67% from your dad and brother.
5) I will assume your situation is as described in (4).
6) Yes, you just need to buy over part share from your dad and brother.
7) You may follow the procedures listed by the HDB to perform this part-sales:

8) The procedure is the same as buying over the whole HDB flat, and your dad and brother will do the selling as if they are selling the whole flat.
9) Note that if there is no will and distribution is under the intestate act, the distribution will not be an equal share among the 3 of you. Your dad will inherit 50% while you and your brother will only inherit 25% each.
