Resale DBSS question here.

1. Can I buy a resale DBSS on open market with a foreign spouse? Can we ROM 3 months after key collection?

2. Can my foreign spouse be co-owner of the resale DBSS or strictly occupier only with me as sole owner?

3. On HDB loan, will my foreign spouse’s income be factored in for calculaton? If so, what is the income ceiling criteria to qualify for HDB Loan. Will it be familiy quota of $14,000 or single quota of $7,000?

Dear sir/mdm,

Purchasing in open market is possible as long as you fulfil the eligibility criteria as set out in HDB website (https://www.hdb.gov.sg/cs/infoweb/residential/buying-a-flat/flat-and-grant-eligibility/couples-and-families?anchor=fs), where you are likely to be going for the Non-Resident Spouse Scheme if your foreign spouse is holding a long term pass while you are a Singapore Citizen.

Your spouse will be the essential occupier instead of co-owner. There is no income ceiling to purchase a resale HDB if you are taking a bank loan for the purchase. If you are intending to apply for HDB loan, then your household income should not exceed $14,000 if you are purchasing under this scheme, The income ceiling of $7,000 applies if you are purchasing under Single Singapore Citizen Scheme.

Hello,

1. Yes you can buy a resale DBSS on the open market with a foreign spouse provided you meet all the eligibility conditions- that would also mean you need to be married before the OTP date of the DBSS flat. No fiancee/Fiancé scheme for foreign spouse.

2. Foreigner cannot own HDB/DBSS flat, thus he/she will be your essential occupier & applicant, and you'll be the sole owner.

3. Your spouse's income will be included in the income ceiling for the grant consideration (CPF Family grant $14k, EHG $4.5k) as you're buying under the family unit.

However, as he/she's not the buyer and not taking the loan per say, his/her income may not be fully considered in the loan application. It's best to submit an HLE application in order for you know the assured HLE sum.

Good morning Sir,

you are eligible to purchase a resale DBSS (HDB) under non citizen spouse scheme. As the scheme mentioned, you have to get married first. It's not fiance fiancee scheme.

She will only be an essential occupier as per required under the HDB scheme and foreigner are not eligible to own HDB. Minimally she has to be SPR to do so.

Only your income will be taken into consideration for loan assessment but her income income will be included in the household income of $14k.

You can clarify with HDB directly as well by sending them a feedback form or calling into the HDB hotline.

Hi,

For your purchase it will be under the non citizen spouse scheme. You guys would have to be married prior to doing any paperwork OTP, and your spouse has to have a LTVP of validity of at least 6 months. Your spouse will have to be an essential occupier and cannot be an owner of the flat. Both your incomes will be considered for grant eligibility purposes but only your income will be considered for loan assessment purposes. If you are taking HDB loan HLE, your income should not exceed $7k per month. For bank loan there is no income ceiling.
