The best thing to do might be to consult a conveyancing lawyer in your case, since your son already own's an HDB flat so that it does not complicate matters for him should he have plans to upgrade to an EC or condo. I can pass you lawyer's contact, if necessary.

Yes, you can. However, if his HDB flat is still under loan, and your landed is also under loan, the LTV will be affected. ABSD is payable as well.

Yes you are eligible to do so only when he has fulfilled minimum occupation period for this HDB.

Do take note that there will be additional buyer's stamp duty (ABSD) eligible for ownership transfer.
