Good morning! Your sister must be a SC in order to be eligible under non citizen spouse scheme. The cash component will depends whether they are taking up HDB or bank loan. Downpayment for HDB loan will be 10% which can be fully paid by CPF OA funds while downpayment for bank loan is 20% (5% cash and 15% CPF or cash if shortfall). Do advise both of them to apply for HLE or in principle approval first before house hunting so they will have an idea how much is their budget.
