1) Not sure why your parents only moving in next year. Is it waiting for it to complete construction?
2) Theoretically you are eligible for the MCPS. However not sure whether the HDB system is updated for these uncompleted constructions.
3) It is best you raise your doubt with the HDB to get a black and white:
