Yes as he has turned 21 years old. He will be the main applicant, and the parents will have to be included in the application. You will qualify under the Public Scheme.

May I know which EC are you considering? There are also other eligibility conditions such as gross household income cannot exceeding 12k/month, MOP of 5 years for applicants must be met (if they own HDB housing now) etc. May I speak to you to understand your housing requirements further? Yes! Of course they are eligible to apply for new EC under the public scheme with your 21 YO son as main applicant.
