Both of them are eligible to purchase a resale HDB now. Only household when both are SPR needs to be SPR for 3 years individually before they are eligible to purchase a resale HDB.

Do you have any idea whats their requirements and budget in mind? Have they apply for HLE or IPA yet?

1) Once there is an SC, the SPR spouse need not fulfill the 3 yrs wait-out period.
2) They can buy a resale or apply for BTO right away.

As your friend is a Singapore Citizen, his wife need not be 3 years SPR in order for them to purchase a resale HDB flat. In fact, even if his wife is a foreigner, they are also eligible to purchase.
