My foreigner fiance and I have an ROM date set at end 2025. In terms of resale flat options, I understand we can only apply under the non-citizen spouse scheme. Can we proceed to apply for HFE and indicate that we have an upcoming ROM? Or must we wait till we get the marriage certificate?

The default situation requires both of you to wait until you get the marriage certificate as the fiance-fiancee scheme does not apply in your case.

You may wish to approach HDB to see if they can grant special approval for you to look into purchasing a HDB before your marriage.

Hi,
Legally, a foreigner cannot apply for a HFE either jointly or as a single. The qualifying criteria is the ROM Certificate.

So, on the day you get the ROM Certificate, you should jointly apply for the HFE. In the meanwhile, as HDB requires personal and financial details of the both of you, you should get the relevant income statements ready. Both your incomes will be required to compute your grants, loans etc. HDB computes on 12 calendar months.

If your joint incomes are below 14k you would qualify for BTO and resale application. If your joint incomes are below 16k, you qualify for Executive Condominium application.

For foreigner spouse, there is no fiance/fiancee scheme available, so you need to wait until the marriage cert is approved by ROM before you can be eligible to apply for HFE letter.

For HFE, HDB generally requires proof of marriage before you can proceed under the non-citizen spouse scheme. If your ROM is only happening end-2025, you likely won’t be able to apply using “upcoming marriage” as basis. The marriage certificate is usually needed to establish eligibility.

That said, you can still run checks and prepare now, but the actual application under that scheme will only go through after ROM.

1. The purchase process can only start after your ROM certificate is issued, since the fiancé-fiancée scheme does not apply to your case.
2. You may still check directly with HDB if special approval is possible before marriage.
3. By law, a foreigner cannot apply for an HFE alone or jointly without the ROM certificate.
4. Once you have the ROM certificate, apply for the HFE together. Prepare both your financial and income records in advance, as HDB reviews the past 12 months of income.
5. Eligibility:
