My brother inherited my parent HDB flat. The flat is now under his name and my mother's. He is planning to sell this flat and buy another new flat with my mum. Will he be entitled to first time buyer grant? And he will be subjected to resale levy right?

yes, he will still maintain his 1st timer status if he had not purchased any hdb flat previously.
