Good afternoon Sir, In order to purchase a private property such as landed property, HDB owners have to fulfill the required minimum occupation period before they can go ahead with it. Since both of you purchased it in 1976, you are well eligible to purchase a landed. Additional buyer's stamp duty for a second residential property as a Singapore citizen will be 7%. But if you decide to sell off your HDB within 6 months from your landed completion, 7% ABSD will be refunded back to you.
