I have serve various buyers with the vast majority of them managing to purchase a house without COV. It is difficult to tell for sure whether the house will have 'COV' at the option date as valuation will only be carried out after the option date. As for myself, I rely on the past transactions of similar sized and age units at the area (HDB valuers uses that information to determine the valuation too) and also a few 3rd party applications to estimate the valuation range of a particular HDB unit. With extensive research, right approach when going for viewings and the right negotiation strategy, it is still possible to purchase a house without COV even in today's seller market situation.
